Why all Cataclism dungeons are closed?

Ok, but why http://www.db.pandawow.me?spell=127138 and http://www.db.pandawow.me?spell=127139 work with Engineering? Not the same thing? ``All mats are in vendors, all ppl have starter gold, mounts are binds to acc, no char`` !?
