Why all Cataclism dungeons are closed?

Ok, but why Depleted-Kyparium Rocket and Geosynchronous World Spinner work with Engineering? Not the same thing? ``All mats are in vendors, all ppl have starter gold, mounts are binds to acc, no char`` !?
