so i found how to fix this problem in win7 http://forum.pandawow.ru/showthread.php?t=46675 Look at important information and do the steps and then just go to [PandaWoW 5.4.8] folder click right button of mouse/properties/uncheck Attributes: ReadOnly and click OK and start.
