Actually, this is fixed. Did some research. This actually made no sense to me at first, as I've never seen a spell not hit NPCs outside of combat I will test the bug you fixed with error messages right now as we speak.

Starfall only does damage when you have moonfire/sunfire dots out right now. Didn't test combat. I only tested the dots. Maybe someone else from QA can test that part.

Serpen Sting is fixed Flare is not. It doesn't work at all if you go behind Pillars. You also get error message "Target not in line of sight"

Still bugged on PTR Cyclone a player -> let war Intervene/Safeguard -> the player that is in Cyclone gets the buff from Intervene/Safeguard You shouldn't receive any buffs/debuffs during Cyclone. You should be immune to everything.

No. Breaking Karma doesn't remove the dot debuff. It will kill the other target, most likely, or bring him to at least 1-10% HP.
