This is a fake scam,he just wants bonuses or gold for himself so he played a scene with another of his characters to appease the public and influence the decisions from the administration. He actually thinks the administration is stupid enough not to check the accounts before. The idea is good but you need some really dumb people to make it work,try players from United States.
