Game is stupidly low fps other private servers are fine

So its in english now but its fairly low frames for some weird reason

When i change the locale i get the error of check your internet connection. The game works normally when its in russian but i dont understand anything if its in russian. I noticed in the Data folder theres only ruRU not enUS would that have to do with something?;also i get like 22fps while on official wow i get 100+?
