same problem here, is there any solution?

in this quest i have to kill High Inquisitor Valroth after alarm ringing and Koltira Deathweaver start his spell. i already look at youtube, and the problem is: -koltira didn't start his spell, he keep sleeping & -Valroth didn't come. i try to find valroth by myself but i can't found it anywhere. what should i do?
