I get error #134 after I log in and try to get into the game with a character. I have done each step on the FAQ and I still get the error. Any ideas?

I get the error... Data\enGB\locale-enGB.MPQ: Cannot stream required archive data. Please check your network connection. For more information, see: https://battle.net/support/article/6250 I checked the FAQ and I don't even have IE on this computer, route -f requires elevation, and there is no firewall blocking this game. When I try to log in with the default russian config, I enter in my login and it stays on the first action but I cant read it. When I change the config file to english, it gives me the Cannot stream required archive data. Not sure what to do from here.
