2. Description of the problem.

- In Arena/Battleground/Duel/World PvP it sometimes bugs out after you use it and doesnt reset cooldown and is stuck. Can be Used out of Combat

3.How it Should Work:

-It mustn't get stuck after 1 minute has passed ( cd reseted). Shouldn't be able to use while out of combat.
