Mage Incanter's Flow bugged

Hi,

i was playing Firemage a long time on retail i switched before 2 mounths to panda wow server and i saw that Incanter's Flow is not working right it absorbs all damage but it gives me only 5-8 % more spelldamage buff and not 15 % more spelldamage.

Its a bugg because i saw it on retail at 5.4.8 i played mage rly much and i know how it was.

pls fix it.
