Does blood elf racial work?? Thinking of rerolling horde

I always start off with a paladin main so I could solo-farm my dungeon gear.

 

This means blood elf, does the racial work?? It's annoying to farm PVP gear anymore as alliance so re-rolling. Long queue times and always loosing due to greenie alliance vs prideful hordes.

Well, I have no choice as horde and I find it immensely difficult gearing up as ally atm. I already have full prideful human ally toon but finding it hard to gear up new toons because of the BG situation. Of course, I arena once full grievous but reaching full grievous is annoying as alliance due to queue time and losing a lot in BGs
