I'm not sure if this is the right section but I would like to ask: is the rate is going to reset again?

 

I mean, I've seen some people saying that it will reset next month, but what day?

The whole of July will be considered off-season, because the cross-system arena-bg will come to testing, a new full season with cross plan to begin in early August.
