Sanctity of Battle or Holy Shock doesn't lower the cooldown of Holy Shock

1. Spell name - Sanctity of battle http://www.db.pandawow.me?spell=25956/sanctity-of-battle or Holy Shock , one of them doesn't work right with the cooldown of Holy Shock (links are outdated/missing/changed)

2. Doesn't lower the cooldown of Holy Shock , it says it lowers it but it doesnt. It says 4.5 secs for example but anything less than the default 6s doesn't work. It stays at 6s all the time, no matter the melee haste % and the info in the description of Holy Shock where it says 4.5s but it is at the default 6s cooldown. I just tested it with naked character without any haste from items so the cooldown of Holy Shock is at 6s and works right but when there is any haste from items it doesn't really lower the cooldown and it stays at 6s all the time.

3. The cooldown of Holy Shock should be lower than 6s when you have haste equped

6. Priority - let's say 10 because Holy Shock is one of the major healing spells for holy paladins, something like Mortal Strike for warriors :D

edit: As you can see, there are 3 different variants of this passive spell, one for each specialissation so i guess there is a misunderstanding of the spell because there are 3 variants of it, so yeah pls add Holy Shock as well because it is a MAJOR spell for holy paladins, thank you!
