PvE Upgrade on arena.

Should PvE upgrade work in arena? for example with http://www.db.pandawow.me?item=103785/tusks-of-mannoroth should be affected the 1/4 2/4 3/4 or 4/4 upgrade no?

The PvE upgrade is affecting the stats and ilvl.

 

If upgraded to 4/4, the downgrade still affects it.
