I think it doesn't require rating tho,or at least there is no such description about that.All I see is that it's cosmetic and made only for transmog and costs like all other prideful items :O and maybe this guy bought it from the website when it was available there.or maybe I'm wrong :S ty for the info anyways :D we will see soon :D Edited March 2, 2016 by gucci 1
