New runic power bug (on bg and maybe arena also)

1. Runic power

2. It goes to 0 after some seconds (in open world, bg and arena confirmed), the bug apears using blood presence only. Its kinda weird

6. 1000000/10 prio, dk unplayable on pvp without fix this
