No, its not battle fatigue, when u get into pvp combat, ur angel buff says that he heals 30% of ur actual heals, not 100% - % of battle fatigue. You can test it

I think Pujo is right here, since in MoP Blizzard buffed this spell, making it do 100% extra healing (up from from 10%), and if some other spell or mechanic in WoW would reduce it when it was at 10%, that would result in like...idk, 2% in combat? Doesn't seem right.

i've seen things that got reported and mods say theyre topical. what the hell? now we will probably have more bugs...

I found a video:

And as we can see here, heal from GOAK doesn't reduced by battle fatigue (but reduced by mortal strike -25% healing debuff)

So, this report probably correct.

It is correct, cuz here atm its 30% extra heal on pvp combat, not 100%, battle fatigue already reduce your actual heals, angel should heal 100% extra of your already reduced heals on pvp.
