Bug description:

1.When you use Frozen orb it gives you an FOF proc despite the fact that he is not hiting any target.

2.Ok lets say after u'r using it ''frozen orb'' and u'r using the FOF proc the chance of FoF its rly low and it should be like(see it at 2.1.3.1.4.1)

How It Should Be:

1.1. Grants the mage 1 charge of fingers of frost when it first reaches a target.

2.1.After the first hit, the normal proc chance resumes, aka 15%.

3.1.It should be 15% chance to proc for each target hit, so more targets means more procs. (ignore the 12% from the quote, this was before the 5.2.0 proc chance buff).

4.1.Quote:

This ability procs a lot when Frozen Orb is active, as the proc is guaranteed when an enemy is first damaged by the Orb. In addition, the spell hits many times, is an AoE, and has a 12% chance of causing another proc from the many hits it can cause. Throwing Frozen Orb out against even one opponent will guarantee at least one proc, and will likely cause more. Against a large group, the limit of 2 charges of this spell will prevent you from using all of the procs the Orb will give, as the global cooldown is too lengthy for you to shoot off all of the Lances in time.
