legendary quest not available

1. The quest 'The lion Roars'

 

2. I had the quest incomplete on alliance and i transferred to horde now i no longer have the quest in my quest log and i cant pick it up from wrathion.

 

3. I should be able to pick up the quest again at wrathion in the tavern

6. 5/10 prevents me from getting the legendary cloak

But have you tried to drop the quest then clear cache > repair character and then try to take the quest again?

 

Also, there is dalaran NPC which can fix your quest in case you faction changed, have you tried it?
