I would presume this is only possible if you're lagging (as druid).

 

I don't know if this is the same but I managed to make 2 Spirits of Harmony in 1 global because my mouse sometimes double clicks.

this isn't a bug considering your global cooldown starts when u start casting and if u finish casting starsurge the gcd will finish too

The closest thing that i can think of is u just getting a proc like instantly after u used 1 starsurge and since ur still spamming u throw the second one fast that shit happens rarely but hey
