Even if mana cost are not correct it does not matter.

They have a passive ability that increases mana cost of most of their skills by 300%. Also, their mana regeneration is super fast which compensates. I can't give you a link to the skill that has this hidden effect but it's the same one that improves your mana regeneration by 600% or something (passive, green icon). tl;dr; Destro locks are like rogues but with higher regen. This is retail like. Not a bug.

It has a few hidden effects that are not described in the tooltip, one of which is to increase mana cost of damaging spells. I can't give you a link since it's deleted in wowhead.
