I took a closer look for you to see it clearly. As you can see in this fist screenshot I am already on global cooldown for shadowburn.

 

below a screen from a split second later. In the second one you can see that my shadowburn goes off but the spell has no effect at all. Don't tell me it did damage. Don't try to argue with me ....^^

 

 

Proof how it was on retail:

As you can see the damage of shadowburn went off, nameplates have slight display delay compared to the actual target frame that's why you can see here that it went from 41% to 2% again.

 

This can happen with any heal on pandawow. So it's not a specific healing spell related bug. I mostly had it happening with ursoc, Rallying Cry, spirit link or NS heals in general. It's the server behaviour adressing shadowburn I assume. ( I can't know it ) But it's a proven fact that it does not work correctly. Also if it would be a general %health requirement bug warriors would have the same problem with execute ( which I have not seen reported nor I heard ever a warrior complain about it ) And there were alot of warriors playing on pandawow....

If people could try to help me provide proof would be nice. I don't have time to provide everything myself. It's totally random if I can catch it in 2s stream or not.

 

You could try to reproduce it with http://wowwiki.wikia.com/wiki/Might_of_Ursoc in duel for example. Or any healer that heals something at the same global as you burn below 20% to above 20%.

it happens vs heals like 2nd wind or hunter 2nd wind for me (but just few times, its so random)
