That's not a judgement bug. It's Blood Horror itself. It triggers on alo of ranged attacks ( not spells tho ).

I've noticed in the last period that Paladin's Judgment no longer triggers Blood Horror.

Now it seems to be a problem with Hammer of Wrath. It should not trigger Blood Horror.
