What should happen: Should be 3 seconds regardless if you have the talent or not

Priority: 7-10/10 (cba putting a flat 10, cba more hate lol)

The duration bug is the same as it was for Fell Hunter pre command demon fix. 1.5s. ( PLS don't fuck up the others again with this )
