Broken Quest Line for Transmog Item

3. Attempting to get http://www.db.pandawow.me?item=30278 for transmog but quest line is bugged.

4. Tried everything, went to see if I had already completed it but still nothing. It's just that the NPC's don't give the correct quests. They used to a long time ago but now they don't.

5. Won't let me upload images but it's just pictures of the NPC's not giving quests.
