2. After you have completed the objective (Kill Garrosh Hellscream in SoO Raid) there is no way to complete the quest, because the NPC - http://www.db.pandawow.me?npc=72723/wrathion doesn't offer a chance to hand it in/talk with him.

3. You should be able to hand in this quest after you kill Garrosh Hellscream in SoO Raid.
