• 5% Seal of Insight active
  
• 50% Holy Insight (healer passive)
  
• 60.30% PvP Power
  
• 50% extra if cast on paladin
  
• Only casting 3HolyPower flame, without any buffs/procs
  

 

So with those in mind, a noncrit HoT is normally expected to be 40319.

On Warmane, it works properly, with a 40310 (due to rounding).

On PandaWoW, its value is 33156, much lower.
