Shockwave CD

1. Name of not working spell: http://db.pandawow.me/?spell=46968

 

2. Description of the problem: Whenever a warrior logs in/joins arena the first Shockwave will have a CD of 20seconds instead of 40 no matter how many targets your Shockwave hits.

3. How it must work: Shockwave should obiously have a 40s CD when not hitting 3targets
