transfer chars to another server

hello,i heard now we can transfer characters from another private servers,thats good.but can we transfer our characters from pandawow to another servers?or it depends on them,if they allow this

This has nothing to do with us. It depends from the other servers if they do transfers from other private servers to their server as you pretty much said above so I am not sure why you created this thread.
