It is working for me, you need to read the tooltip there is a ranged requirement for the "passive" to work aka be auto attacks.

Shuriken Toss
40 Energy30 yd range
A ranged attack that deals 2493 Physical damage to an enemy target. If the enemy is farther than 10 yards away, your autoattacks will be replaced with ranged shuriken for up to 10 sec, granting them a 30 yd range. Shurikens are coated in your Lethal Poison. Awards 1 combo point.

Replaces Throw.
