Maybe it can require conquest points to buy each piece which also motivates arena play? We already motivated players with the transmogrification vendors and of course no currencies will be enough to obtain such sets. Also, there is no reason to add such npcs in-game if this features will eventually get fixed and keep in mind that you can purchase CM sets from the site.
