Sacred Shield GCD

Problem: When casted, it procs a full 1.5 GCD. In general, when playing with Sacred on Cross, I noticed all my gcds were slower for some reason, but that's just anecdotal.

How it should work: The GCD it procs should get reduced by haste like all other spells.

Looks like a client-side issue.

GCD doesn't get reduced on a server-side too (due to SPELL_ATTR0_ABILITY), but even if we fix it, GCD won't be changed client-side.
