Комментарий из Вовхеда: All of tooltips for this item and related spellids are incorrect (as of 5.1.0a). Just tested on live and it restores 30k mana per second (twice the rate of MoP vendor drinks which provide 15k mps). It can fill a lvl 90 healer from zero mana to full in under 10 seconds, as opposed to regular vendor drinks that take 17-20 sec (depending on spirit). The downside is it costs 20x as much (before discounts) and needs a special macro to cancel early, but still worthwhile for challenge mode runs where every second counts.
