Simply it just never proc i tryed on dummy and players about 5 mins each and it didnt proced atleast 1 time .

Embroiders a subtle pattern of light into your cloak, giving you a chance to increase your Intellect by 2000 for 15 sec when casting a spell.

I tested it today. It never proc. Buff for attack power form tailor works good.

 

@Update

Tested it today on fun realm. It proc, but chance for proc is very very low.

ye it procs rly rare i think its about 1 time per 2 3 minutes

Test it again. I think it works good now. Internal cooldown for it is 45 sec.
