People use them, then they log out, then they go on another character in order to have full cds. They are also used to get out of combat in order to wargame. Please disable these in world pvp

Dont see how they are being "abused" since the idea behind them is to get out of dangerous situations.

Considering the item can be used in combat and you can wargame people in combat I dont see how it's abused. Maybe if you attack someone whilst they are under the effects of 1 of these buffs then the player should get in combat but take no damage as they are immune, just like cyclone but there is no proof of this so it's just a conspiracy.

This also wont be a problem after the next update.
