arcane explosion generating arcane charges

2. the problem is that chance to proc another arcane charge is under 30% - in BG when around 5 targets (mele) were on me I started to cast arcane explosion to get easier arcane charge. I cast it sth like 10 or more times and I didn't get any charge... When I play with my Holy priest with talent From Darkness, Comes Light the proc chance is better ; When I tested it again on dummies it hasn't problem - the problem is only in pvp - I tested in in duels with hunters and other classes and I need to cast so many times to generate arcane charge so the problem is vs players

3 Arc Expl has a 30% chance to generate an arcane charge if AT LEAST 1 target is hit. in other words , you have better chance if you hit many targets.

Nope. Your chance is 30% after using when its hit. There's only 2 ways:

1) 1 cast > hit at least 1 > 30% charge = 1 cast > hit hit hit hit hit > still 30% charge

2) 1 cast > no hits > no charge

Its about to hit not about how many targets
