Error loading game

Whenever I load the game either via the launcher or the direct EXE file, I keep getting this error. If I keep trying the game will *eventually* load and be fine, but it usually takes 5-6 tries before that happens. I get this error at work, school and home. I have also tried connecting to my VPN as well as not being connected. None of these have affected the error. Like I said, I can eventually get into the game and it's fine, so this is more of an annoyance than anything. I was just curious if anyone knew of a fix for it. I have tried the steps in the link of the error message (renaming the folders) but I still get the error.

P.D: Download all MPQ files too; otherwise, the issue will not fix.

No need to delete the "Data" folder, just load the required game language

Downloading only game language folder didn't work for me. I also had to download all MPQ files again.
