The NPC in question usually casts the spell Faerie Fire, and as you can see it should prevent you from going stealth, but I can stealth without any problem (see my character and also the top right corner - I have Prowl active).

3. As mentioned in the spell description (see screenshot), I (and other characters with stealth) should be unable to stealth during the duration of the spell.
