Mage Tier 10 2-set

Good day,

 

I am playing the PandaWoW x5 server. I have a level 80 mage with the Tier 10 2-set bonus. However, I have found that it doesn't work. It is supposed to give me 12% haste when I consume the Brain Freeze effect, but this does not happen as intended.

 

Can anything be done to address this issue?
