Neutral (3k rep) -> Friendly (6k Rep) -> Honored (12k rep) -> Revered (21k rep) -> Exalted (999 rep) Once you've passed revered and reached exalted, whether it be 1/1000, or 999/1000, you'll be eligible to buy any items that require exalted.
