Question about Localized Forums

Hello i wanna ask since

Türkçe

Nederlands

Finnish

and

Swedish

localized forums are empty,can you make a Bulgarian one,since server has a lot of Bulgarians and would be helpful if this forum has a Bulgarian subforum :) Thanks in advance for answer.
