Missing with hit cap with rogue 3%+ / also i have 10% parry supposed to be 6%

Missing with hit cap with rogue 3%+ with special attacks not white auto attack SPECIAL ATTACK missing not on monk but on all other classes warrior mage etc, also i got 10% parry its supposed to be 6% parry for all classes
