Arcane trove always empty

hello, i have open a lot of arcane trove, and always are empty, with the server rates it should aleast give 3 items blue, as u could see on this link

but it always is empty i think is a bug, ty

 

btw the quest chain to get water mount (seahorse) is not posible to get cuz the one wich u need to ride a turtle work but never count the ride on the turtle so it cant be completed and never will give u the seahorse quest.
