I'm unable to pick up this quest.

Whenever I click on the quest from ' Colonel Troteman ' ( http://www.db.pandawow.me?npc=43221 ) nothing happens, it doesn't show the quest dailog.

Expected: When I talk to the NPC and click on the quest it should show me the dailog.
