Why can't I transmogrify a Legendary weapon.

Hello, I have had my daggers transmogrified to the Illidan swords and it wouldn't let me transmog them a while back, but I wanted to ask now. Why can't I use it? Thanks.

Since legendaries were released they could not be transmogged ^^
