Explanation: It does not affect ability cooldowns in any way, tested on warrior. Proc works fine but the main thing doesn't work.

Frost DK: Anti-Magic Shell, Army of the Dead, Empower Rune Weapon, Icebound Fortitude, Outbreak, Pillar of Frost

 

Unholy DK: Anti-Magic Shell, Army of the Dead, Icebound Fortitude, Outbreak, Summon Gargoyle, (Spell #49016)

 

Ret Paladin: Avenging Wrath, Divine Protection, Divine Shield, (Spell #86698), (Spell #86669), Guardian of Ancient Kings, Hand of Freedom, Hand of Protection, Hand of Purity

 

Arms Warrior: Heroic Leap, Avatar, Bladestorm, Bloodbath, Die by the Sword, Dragon Roar, Recklessness, Shield Wall, Shockwave, Storm Bolt

 

Fury Warrior: Avatar, Bladestorm, Bloodbath, Die by the Sword, Dragon Roar, Recklessness, Shield Wall, Shockwave, Storm Bolt, Heroic Leap

EDIT:

Yeah, not working on x100 either. Tried equip and unequip and in combat and in raid - none of these scenarios are working.
