Description of the problem: Tested it, and it dosen't stack for example if you got 7 stack of http://www.db.pandawow.me?spell=88766 and then http://www.db.pandawow.me?spell=22885 you still get 4% of damage increased.. But it should be 4x7 ( ofc depend on how much stack of fulmination you got): should be 4x7 ( ofc depend on how much stack of fulmination you got)

6.Priority of the problem. (1-10): I think its 7/10 since Some players like to play in pve gears and not in pvp ones...
