how is it bugged? doesnt proc at all

 

what should happen: Permanently enchants a melee weapon to sometimes increase your Strength or Agility by 1650 when dealing melee damage. Your highest stat is always chosen.

I'd usually say that you need 2.2k rating, but I know you have that so honestly no idea.

Bump though the aesthetics of that enchant are amazing :)
