you can fix the gear problem by giving lvl 90s some old pvp items for free

 

also this can improve the afk problem because kids wont be like "ok i have no items at the moment, why bother playing? im useless anyways right now, lets just afk some bgs untill i can gear up"

Hmm, just a thought but aren't most people at one time the people under this category?

Also, free pvp gear makes the point of lvling pointless if you are just going to get free gear at the end anyway.
