If you attack someone, it should break stealth, if you have Subterfuge (lvl 15 middle talent), it should proc Subterfuge... I'm sorry, but this is a VERY complicated report. Yes, that's wrong. Rogue should be able to use stealth abilities asap, but the delay for other people is right.. it's very hard to explain :S
